The ultimate measure of capacity development success is having resilient systems for health that enable the achievement and sustainability of organisational objectives without significant support from development partners. Therefore, all capacity development implementation efforts should maintain a focus on achieving full national ownership, management and resourcing. From UNDP’s perspective, this means a successful and sustainable transition to national counterparts.
