Capacity Development Toolkit to Strengthen National Entities to Implement National Responses for HIV & AIDS, Tuberculosis and Malaria
This toolkit provides practical guidance on how strengthen institutional capacities for implementing national disease responses for HIV and AIDS, Tuberculosis and Malaria. It contains four inter-linked sections: Enablers is focused on the policy and legal environment for implementing disease responses; Governance deals with programme management, accountability and oversight; Implementation looks at the specific management capacities; and Process looks at how to facilitate a capacity development assessment, planning and implementation process. Each section contains guidance, tools and templates to support capacity development for better health outcomes.

The enablers section of the toolkit include laws, regulations, policies and law enforcement practices, as well as human rights and gender.
The Governance section of the toolkit includes guidance on programme management, accountability and oversight under Global Fund grants.

The process section of the toolkit provides guidance on how to facilitate a capacity development assessment, planning and implementation process.
